One in Ten

The juxtaposition of the incident in Ocala, FL on July 18 (71-year-old man defends Internet Cafe with his pistol), with the shooting horror in Aurora, CO on July 20, 2012, (lone gunman shoots 70+ at theater) provides the solution for the horror. The program is called "One in Ten" and is to be enacted by state legislatures. Citizen volunteers ( 1 in 10 of the population) over 40, background checked, drug screened, and thoroughly trained in handgun safety and self-defense, are to be exempt from all gun carry laws in the state and will be encouraged to carry their weapons concealed at all times while in public. Their role is to provide self-defense or defense of third parties when the situation presents itself. They will not be allowed to carry a symbol of their status as their anonimity is crucial to the calculus of the would-be criminal. The bad guy will think, "There is a one in ten chance that I will be met with retalitory force if I do the evil deed. Will I commit the crime? Not today."
